Vistra nuclear upgrades receive conditional loan commitment of up to $4.2bn

The Energy Department says financing remains conditional on technical, legal, environmental and financial requirements.

Vistra's proposed nuclear upgrades in Pennsylvania and Ohio have secured a conditional federal loan commitment of up to $4.2 billion. The Energy Department said the company must meet technical, legal, environmental and financial requirements before final financing documents can be signed and the loan funded.

The planned work covers Beaver Valley in Pennsylvania and the Davis-Besse and Perry plants in Ohio. The department said these investments would increase electricity production at existing facilities and support operation for an additional 20 years beyond their current licenses. New transmission corridors or equivalent new generating resources would not be required for the planned increases, it said.

The commitment, announced by the Office of Energy Dominance Financing, also includes an option to support potential future capacity increases at Vistra's Comanche Peak Nuclear Power Plant in Texas. That option concerns possible further investment, while the announced program focuses on the Pennsylvania and Ohio fleet.

According to the department, the projects will preserve nearly 4 gigawatts of generating capacity and add 433 megawatts. It described the preserved output as enough to supply more than 3 million homes. The department also expects approximately 3,000 project-related jobs involving engineering, construction and planned outages, alongside the preservation of thousands of permanent positions.

The financing is intended to help meet increasing electricity demand across the 13-state PJM region. The department said the investment would strengthen the grid and lower energy costs. Those benefits remain the department's expectations for the planned projects; the conditional commitment expresses its intention to lend, with the requirements for funding still to be satisfied.
