EU publishes reference to first harmonised standard for the AI Act
The European Commission says providers of high-risk AI systems that implement EN 18286 will benefit from a presumption of conformity with Article 17 quality management requirements.
AI illustrationThe European Commission has published the reference to the first harmonised standard backing the implementation of the AI Act in the Official Journal of the European Union. The standard, EN 18286:2026, covers a quality management system for EU AI Act regulatory purposes and was developed by CEN and CENELEC. The Commission announced the step on 19 October.
According to the Commission, the standard gives providers of high-risk AI systems a clear legal pathway to comply with the quality management system requirements under Article 17 of the AI Act.
It was published through Commission Implementing Decision (EU) 2026/2274. As a result, providers that implement the standard will benefit from a presumption of conformity with the Article 17 requirements it covers.
The Commission said EN 18286 translates those requirements into an operational quality management system. It described it as the only AI quality management system standard with a presumption of conformity.
The standard is mapped to Article 17, the Commission said. It is built around the lifecycle of an AI system rather than around the organisation, and it is designed to be layered on top of existing international standards.
